History

The Committee for Substance Awareness and Prevention (CSAP) aims to build a community responsive to the risks of alcohol, nicotine/tobacco, and other substance use. By working with Penn State campuses systemwide, it aims to make prevention, intervention and treatment of substance use disorders and related problems a priority.

  • Between 2003 and 2006, CSAP awarded over $100,000 in mini-grants to Penn State campuses to implement alcohol-related prevention and intervention strategies.
  • In 2006-07, nine campuses were awarded mini-grants based on demonstrated effective or promising strategies to address substance abuse issues on campus.
  • A student mini-grant program was developed in 2006 to allow student organizations to create initiatives to address alcohol, tobacco and other drug issues on their campus.
  • In 2006, an awards and recognition program was established to recognize individuals, groups, alumni and campuses for their contribution to addressing issues related to high-risk substance use.
  • In 2007, the Pennsylvania Liquor Control Board (PLCB) awarded CSAP a three-year, $250,000 grant to implement substance use prevention initiatives at 20 undergraduate Penn State campuses.
    • Funding from the grant provided training opportunities and resources for campus representatives to put into action effective strategies to address dangerous substance use among college students.
    • In addition, a social norms campaign, using campus-specific data obtained through the National College Health Assessment, was implemented.
  • CSAP advocated for changing the University’s smoking policies and worked with Penn State campuses to develop smoke-free policies.
  • In 2018, Penn State modified AD 32 Smoking and Tobacco Policy.  With approval of the President’s Council, the policy was revised to prohibit smoking and tobacco use at all University locations.
  • In fall 2021, CSAP (formerly known as the Committee for Substance Abuse Prevention) changed its name to the Committee for Substance Awareness and Prevention.

CSAP members represent a diverse cross-section of the Penn State community, including students, staff and faculty from various campuses.
