Who took the photograph? That might tell you a lot about whether it is considered art or not. Photography has sometimes had a vexed relationship with more traditional fields like painting and sculpture because it takes no skill or craft to take a picture, or so some argue. Obviously there is a lot of skill and craft in taking a picture, and what’s more, it takes even more skill and craft to print a photograph well.
For me, skill, craft, and form are more interesting questions to ask about art, not so much what they represent, so I’m curious why you focus on the representational aspects.
