Pamela Blackmon is Professor of Political Science at Pennsylvania State University, Altoona. Her research areas lie generally in the area of international political economy and international trade with a focus on the role of the international financial and trade institutions including the International Monetary Fund (IMF), the World Bank and Export Credit Agencies. Primarily, she is interested in the policy changes of these institutions and how they have evolved over time. She has also conducted research on the economic reform processes of Kazakhstan and Uzbekistan, two former Soviet Union republics.
She has articles published in Third World Quarterly, The International Trade Journal, Journal of Poverty Alleviation and International Development, International Studies Review, Women’s Studies, International Politics, Global Society and Central Asian Survey. Her first book, In the Shadow of Russia: Reform in Kazakhstan and Uzbekistan was published by Michigan State University Press in 2011. Her second book, The Political Economy of Trade Finance: Export Credit Agencies, the Paris Club and the IMF, examined the political economy of trade finance and the role of state-supported export credit agencies and was published by Routledge in 2017.
