WORK OBJECTIVE:

Technical and professional engineering/architectural work of advanced difficulty and responsibility in connection with the planning, designing, construction, and maintenance of the engineering projects in the Authority. An employee in this classification applies professional engineering/architectural skills and knowledge to a variety of projects. Work will involve project design, project management, obtaining permits and construction of projects of a simple to complex nature. Work is evaluated by manager through observation, conferences, reports and evaluation of results achieved.

ESSENTIAL FUNCTIONS:

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position. • Serves as Project Manager on engineering projects and performs technical engineering tasks in the field and office. • Responsible for preparation of project design documents, code compliance, safety considerations in design, operation of design, response to contractor requests for information, preparation of project revisions to reflect differing field conditions, and budget updates. • Responsible for engineer’s cost estimate, project construction and design budget, preparation of bid or RFP documents, preparation of contract documents and purchase orders, bid analysis, and project bonding. • Negotiates and manages engineering consultant contracts and supplements along with construction change orders and clauses. • Reviews project drawings and specifications submitted by consultants, confers with contractors relative to the interpretation of project documents, and application of the Authority standards and specifications. • Prepares reports for the FTA and FAA projects as well as monthly management reports. • Coordinates obtaining field survey information and technical assistance to design and prepare complete construction plans. • Prepares applications and obtains various regulatory permits, approvals, and variances necessary for project construction and operation. • Makes surveys and profiles, and computes grades for the construction of engineering projects; makes inspections in the field, observes operations, and determines quality of work. • Designs and details working drawings of general or specialized structures or components of structures. • Conducts public informational meetings for proposed projects. • Interacts with citizens to resolve problems, conflicts, and provide for public improvements. • Assists in formulation of engineering standards and specifications and office policy. • Conducts engineering studies and makes recommendations. • Applies technical training and experience to reviews of design submittals to the NFTA. • Performs additional duties and tasks as assigned.

KNOWLEDGE, SKILLS and ABILITIES:

Thorough knowledge of the principles, practices, and techniques of modern engineering/ architecture and its application to engineering computations. Ability to design difficult engineering/architectural projects. Ability to plan projects, make accurate estimates, and inspect work for compliance with plans and specifications. Ability to use advanced computer skills and modeling practices. Ability to negotiate with regulatory agency staff to obtain construction/ operation permits. Ability to prepare budgets and construction estimates for projects. Ability to prepare reports and present programs and ideas in both written and oral form. Ability to establish and maintain effective working relationships with state, and federal regulators, contractors, engineers, employees, and others and deal with public relations problems effectively, courteously, and tactfully. Ability to manage and make positive progress on a number of projects in various stages of completion at the same time. Ability to negotiate with consultants and contractors. Experience with Federal Transportation Administration (FTA) and Federal Aviation Administration (FAA) circulars and grant process are a plus.

PHYSICAL REQUIREMENTS:

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).

ENVIRONMENTAL REQUIREMENTS:

Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.

MINIMUM QUALIFICATIONS:

A Bachelor of Science degree in Mechanical, Electrical or Civil Engineering or related field with ten (10) or more years’ experience in engineering or capital project management or related experience, or an equivalent combination of education, training and experience. New York State Professional License is preferred. Well-developed communication, decision-making and team working skills are essential. Proficiency is required in MS Word, Excel, MS Project as well as knowledge of Auto-Cad. Experience in Light Rail Transit and Airports is preferred.

The Niagara Frontier Transportation Authority is a public authority serving Erie and Niagara counties. The NFTA employs 1,500 individuals and owns and operates the Buffalo Niagara International Airport and the Niagara Falls International Airport as well as Erie County’s public transportation system, Metro Bus and Rail. The purpose of the seasonal, paid Construction Inspector Internship Program at the NFTA is to provide qualified students with practical and valuable project-based learning experiences within their related field of study. All tasks completed within the internship program are aligned with the program’s guidelines and fall under the overall objectives of NFTA’s Engineering Department. Title: Intern, Construction Inspector, Engineering Department Hours Per Week: 16-24 Days: TBD, based on availability* Office Location: Metropolitan Transportation Center, 181 Ellicott Street, and at various construction sites. GENERAL STATEMENT OF DUTIES This position is responsible for supporting the daily job duties of the Construction Inspector. Work is performed under the supervision of the Construction Manager and is evaluated through observation, conferences and reports.

ESSENTIAL FUNCTIONS:

This position observes, verifies and documents construction contractor progress. Essential functions include: • Complete inspection reports • Take construction progress photos • Calculate quantiles of materials • Calculate contactor completion percentages • Review onsite materials testing procedures and compliance • Review contractors certified payroll submissions • Participate in progress review meetings • Review contractors schedule for completeness and compliance • Review monthly payment requests • Coordinate onsite construction activities with NFTA personnel • Participate in constructability reviews and field changes

KNOWLEDGE, SKILLS and ABILITIES:

Familiar with (and/or a drive to learn) reading plans, specifications and shop drawings used for civil, structural, mechanical and electrical construction. Ability to monitor construction to ensure compliance with the design. Verbal and written communication skills are a must. Ability to perform basic mathematical calculations; understand and carry out oral and written instructions and work safely are required.

PHYSICAL REQUIREMENTS:

Accomplishing work requires the ability to work both outside and indoors of a construction site. Tasks involve the intermittent performance of physically demanding work typically involving descending pits, climbing ladders and walking on scaffolds, roofs and structural steel, and may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).

ENVIRONMENTAL REQUIREMENTS:

Work is typically performed in construction site conditions with rare exposure to disagreeable environmental factors. Some time is spent in office conditions.

MINIMUM QUALIFICATIONS:

Candidates must be at least 18 years of age and actively pursuing (a) a two-year Associates Degree in Civil Engineering Technology and /or Construction Technology or (b) a four-year Bachelor’s degree in Civil Engineering. A high level of organization, attention to detail and self-motivation is necessary. Must have reliable transportation.

Overview

Job Summary

Assists assigned department by performing basic engineering-related tasks including research, development, design and delivery on assigned project(s).

Essential Responsibility

  • Contributes to the preparation or modification of reports, plans and designs for projects.
  • Assists in the preparation of project quantity and cost estimates.
  • Performs other duties as assigned.

Additional Responsibilities

– Primarily responsible for learning practical application of engineering principles
– Assists in gathering and correlating raw data for arrangement in a workable form, eliminating discrepancies and improbabilities
– Performs various engineering-related calculations and analysis of limited scope
– Performs design calculations
– Develops quantity estimates
– Checks plans and calculations

Basic Qualification

Bachelor’s degree in Engineering

Preferred Qualification/Skills

– Bachelor’s degree in Civil Engineering by May 2019
– Experience in Microsoft Office (Outlook Word, Excel, PowerPoint)

Combination Office and Field Environment: Most work is performed in an office environment in which there is only minimal exposure to potentially unpleasant working conditions. Incumbent must have the ability to stand and sit frequently and reach horizontally as well as vertically for overhead use. Work may infrequently be performed at client’s job site, construction trailer, and in the field. Work may sometimes require working in inclement weather, working in a construction site, being exposed to heavy construction equipment and doing extensive walking. Adherence to applicable safety protocol is required.
