Job Summary

The Signal Instructor will be responsible for managing all Signal & Communications Division training programs to meet a variety of Systemwide Maintenance and Improvement Department needs.

Duties & Responsibilities

  • Direct curriculum and develop documentation as necessary to expand training programs for new equipment and coordinate all training facility activities.
  • Develop, organize and implement classroom and on-the-job training programs for a variety of needs.
  • Supervise training personnel and assign preventative maintenance programs.
  • Schedule and coordinate with supervisors the classroom and on-the-job training to minimize any impact on regular personnel assignment.
  • Remain current with the MBTA’s Safety Plan as well as the position’s outline responsibilities.
  • Conduct classroom training sessions when necessary.
  • Keep accurate training records on all students.
  • Maintain up-to-date training programs by establishing ongoing communications with educational services and vendors.
  • Work with Signal Inspectors to keep curriculum current.
  • Establish and maintain an audiovisual library of instructional material.
  • Direct the development of technical manuals for instructional and reference purposes.
  • Evaluate existing training programs and provide suggestions for modifications and improvements.
  • Drive a company or personal vehicle to visit work sites and to assist at emergencies and/or events as needed.

  • Responsible for the ongoing enhancement of the customer experience through the oversight and direction of all activities associated with the repair, maintenance and modification of all track infrastructures.

Responsibilities

As the Engineering leader for one or more projects, this position is responsible for progressing the approved design for the proposed system, and then the succeeding cycles for implementation, test demonstration and closeout. For large and complex solution deliveries, you will manage and mentor a Project Engineering assigned to work support you for the delivery of a high quality solution.

Several specific tasks for the System Engineer are;

  •  Obtains customer sign-off before commencing deployment of the targeted solution
  • Design, manage and maintain the quality and performance throughout the delivery cycle
  • Communicate as needed with customer to coordinate the technical resources, test and train
  • Install, configure, test and maintain operating systems, application software and system management tools
  • Proactively ensure the highest levels of systems and infrastructure availability
  • Monitor and test application performance for potential bottlenecks, identify possible solutions, and work with developers to implement those fixes
  • Write and maintain custom scripts to increase system efficiency
  • Provide logs and coordinate testing with internal and 3rd party engineers as needed
  • Liaise with the project manager, the customer’s technical teams, to keep them informed of the progress and expectations as the project progresses.

Required Skills and Experience

  • BS/MS degree in Computer Science, Electrical Engineering,
  • 5-7 years of System Engineering experience in a technical service industry, or 4-5 years of Electrical Engineering/Systems Development experience in the Public Transportation Industry, preferable rail. Demonstrated experience developing requirements, design and testing documents are a real plus.
  • Preferred direct hands on experience in the implementation of on board rail vehicle communications or passenger information solutions.
  • Experienced working with Rail industry standards and practices.
  • Proven experience for directing the installation, configuration, diagnosis and troubleshooting systems within a MS-OS/Linux, and Android based environments.
  • Proven experience working with the MS family of products including Access and SQL db. Experience in debugging administration and performance tuning of application stacks (e.g.,Tomcat, JBoss, Apache) is a plus
  • Strong skills to develop and progress solutions employing WiFi, and Cellular communications and integration with land based Radio systems, and VoIP technology
  • Comfortable with the use of MS-Office (Word, Power Point, Excel, Visio) to document and communicate internally and externally
  • A people oriented, success driven, self-motivated person to mentor and lead your Engineering team and work with the Product Manager(s) and Project Manager(s) to coordinate successful project development and delivery.

The Opportunity:
The Washington State Department of Transportation (WSDOT) is seeking a proficient and dedicated individual to fill the role of Rail Fixed Guideway Safety Expert in Seattle, WA. A state that has a rail fixed guideway public transportation system has primary responsibility for overseeing the safety of that system. WSDOT is the designated State Safety Oversight Agency (SSOA) that is administered by the agency’s Public Transportation Division.

This senior level professional position is one of three senior specialists charged with working directly with the Rail Transit Agencies (RTA’s) within the state. As a Rail Fixed Guideway System Safety Expert, the position performs professional evaluations that meet federal and state requirements. This includes reviewing, approving, overseeing, and enforcing the implementation of the RTA’s safety plan.

The position is specialized in a complex technical area that constitutes the senior level of practice in the safety field. The successful candidate will serve as a senior level consultant to RTA’s based upon highly specialized expertise in light rail safety. The position continuously assesses and reinforces the RTA’s compliance with the safety standards, processes and procedures included in its agency safety plan and continuously evaluates hazards, corrective actions, and the effectiveness of mitigations in an effort to save lives, prevent property damage, and maintain public confidence.

This position will perform the following work:

  • Using specialized knowledge and skills, provide guidance to transit agencies and organizations to develop and implement safety programs and practices to reduce transit agency exposure to liability and maximize their ability to provide safe public transportation service.
  • Lead investigations and assessments of hazards, deficiencies and vulnerabilities on very complex systems such as SCADA, electrical, track and facility maintenance and vehicle operations.
  • Work with team members to develop and implement a strategic approach for assessing needs and prioritizing investments to bring RTA’s into compliance and alignment with best practices.
  • Assess whether RTA staff are sufficiently trained to address safety concerns.
  • Analyze issues and prepare recommendations for consideration by the Federal Transit Authority.
  • Analyze Code of Federal Regulations (CFR’s) and develop analysis of requirements, including raising ambiguities to appropriate authorities.

At a minimum a candidate for this position must possess:

  • Bachelor’s degree involving a major study in safety, transportation, urban planning, engineering, or other related degree, AND
  • Five years of professional transportation safety experience, OR
  • One year as a Transportation Planning Specialist 4, Transportation Engineer 4 or equivalent classification, OR
  • Equivalent education/experience including:
    • Transit Safety Certifications.
    • Expert knowledge of Public Transportation Agency Safety plan elements, including safety management policy, risk management assurance and protection.
    • Expert knowledge of safety compliance, documentation and reporting.
  • Valid driver’s license.

Preferred qualifications include:

  • Master’s degree in safety, engineering, auditing, planning or related field.
  • Complete FTA SSO Certifications.
  • Project Management Certifications.
