Axle: Centre County citizens should be knowledgeable about health care frauds and how to protect themselves from it.

The Riders:

1. Citizens who have fallen victim to health care frauds
2. The State Department of Health and Human Services – Office of Inspector General members
3. Highmark or Davis Vision employees.

The Spokes:

1. Citizens talk about how they have been tricked into health care frauds to show that it can happen to anyone.
2. The State Department of Health and Human Services – Office of Inspector General members explain and show citizens how they can prevent themselves from falling victim to health care frauds.
3. Highmark or Davis Vision employees explain that health care frauds can happen to them too to show how tricky health care frauds really are.

The Rim:

1. Beginning: Highmark or Davis Vision employees explain how even they were tricked in Vincent J. Gamuzza’s scheme to show how tricky health care frauds are.
2. Middle: Citizens talk about their experiences with health care fraud and how they have been tricked as well.
3. Ending: The State Department of Health and Human Services – Office of Inspector General members explain and show citizens how they can prevent themselves from falling victim to health care frauds.
