The Axle: I want the viewer to understand the consequences of expanding the Oak Hall Quarry.

The Riders: People in the community who are against expansion. Also, a Penn State geologist as a neutral observer (Lee Kump). In addition, talk to a representative from Hanson Aggregates Pennsylvania LLC to understand their purpose for trying to change the mining permits.

The Spokes: Sound bite of speakers at the public hearing, natural sound of the quarry being mined, camera shots of quarry, stand-up of reporter, and interviews on people in the community, PSU geologist and a Hanson representative.

The Rim:

1) Beginning: Anchor introduces the possibilities of the Oak Hall Quarry expansion (camera shots of the quarry). Reporter at the scene discusses the pros and cons of the quarry expansion. Then, show Hanson Aggregates Pennsylvania LLC representative interview or video of them talking at the public hearing (natural sound of the quarry being mined).

2) Middle: Show Penn State geologist interview (camera shots of the quarry). Reporter discusses that some people in the community are opposed to expansion ( interview of people against the mining permits).

3) Ending: Reporter at the scene, as he or she wraps up with the conclusion of when the final decision could be made.
