The Riders: Centre County residents; employees of the four departments Gov. Wolf is looking to condense, i.e. those whose jobs will most likely be lost; various PA State Representatives; the local Borough Council; local educators and students of all levels.
The Spokes: Stand up giving background on what a budget proposal is and the differences between this budget proposal and Gov. Wolf’s last two budget proposals (this information could perhaps even be relayed with a graphic). Interview with community members with opinions on the lack of tax increases. Interview with an educator and their view on the budget proposal and their opinion on how it could affect their school if approved. Interview with employees who are part of the four government departments Gov. Wolf is looking to condense. Stand up about what happens to the budget after it is proposed/what needs to happen in order for it to be approved.
The Rim:
Beginning: Background information from the anchor explaining what a budget proposal is and the differences between this new budget proposal and Gov. Wolf’s last two budget proposals. Graphic showing where money is currently being spent and where it could potentially go—also detailing the different ways the local government has been attempting to cut costs prior to the budget proposal. Stand up detailing the main points and things Gov. Wolf wants to change this time around in this budget proposal, i.e. the downsizing of Pennsylvania’s government and the ensuing consolidation of departments and job loss or the increase in educational spending.
Middle: Interview with a Centre County relevant State Representative who has had a chance to look at the budget to get their opinion on it and any of its repercussions. Similarly, an interview with a local community member or educator about how they feel the new items proposed in the new budget will affect them. Standup detailing any statements the Borough Council has given in regards to how the items proposed in the budget could affect Centre County residents specifically.
End: Standup explaining what happens to the budget after it is proposed with a timeline graphic. Have the anchor mention what the general disposition towards the budget proposal is, whether most people are on board with it or not.
