The Axle: With the possibility of residents being able to house chickens on their property, how will this effect local farmers and their livelihood.
The Riders: I would like to have a couple of farmers talk to the possible loss of business and thus loss of revenue due to households having their own chickens. I would also like to interview people that are citizens that will not benefit financially from the decision. I feel that regular citizens can shed a light on the story that is true and unscripted opinion on the situation.
The Spokes: I am going to need plenty of B-Roll of a local farm and their organization of chickens and what goes into maintaining a chicken coop. While shooting the coop, I would have the farmer go through and talk about some of his daily actions. The next set of shots that I would need is from the College township community meeting getting documentation the leaders of the debate as well as shots of the citizens that arrive. The meeting will give me a great opportunity to gain access to concerned citizens that can tell their side of why they agree or disagree with the ruling. If possible and time permitting, I would like to have statistics about chickens and their effects on neighborhoods like the one from the Centre Daily Time about chickens controlling the tick population.
The Rim:
1) Beginning: The average daily life of a farmer and his routine.
2) Middle: The middle would consist of the meeting and interviews with the people on both sides of the debate. This part of the story would allow the viewer to gain perspective on the story to make his or her own opinion.
3) Ending: A stand up with the important information about the future of the ordinance.
