Phase I. Olson Doctoral Study (Pre-CARES Pilot Part 1)
Goal – Survey Penn State students, faculty members, administrators, and local government leaders (county commissioners and municipal officials) to test relationships of community factors and engagement preferences to individuals’ willingness to participate in university-community engagement.
Phase II. Citizens’ Viewpoint Reboot (Pre-CARES Pilot Part 2)
Goal – Survey Pennsylvania household residents on priority issues in their communities using a pre-CARES pilot instrument consisting of Citizens’ Viewpoint 2000 items.
Phase III. CARES Instrument Development & Pilot
Goal – Develop, pilot, and refine the CARES Survey instrument with multi-stakeholder audience (students, faculty members, administrators, local and county-level government officials, and general residents)
Phase IV. CARES Database & Mapping Pilot
Goal – Develop, pilot, and refine an online database and mapping interface with pilot data from Phases I, II, and III
Phase V. Survey Protocol & Funding
Goal – Decided on a final survey protocol for collecting county- or region-level data based on the data utility needs of internal (university) and external (non-university) stakeholders and secure funding for full-scale survey
Phase VI. Full-Scale CARES Survey Distribution
Goal – Distribute CARES Survey to all internal and external stakeholder samples to collect county- or region-level data
Phase VII. Full-Scale CARES Database Launch
Goal – Populate online database and mapping interface with full-scale Phase VI data and launch for initial internal and external users
Phase VIII. Sector-Specific Survey Panel Creation
Goal – Work with academic units to identify key individuals, organizations, and industries to form sector-specific survey panels to complement resident and elected leader samples and enhance external input
