An important element to Penn State’s programs is its relationship with its surrounding community, State College and other townships. University services and programs are often open to local community members, and the University must also take into account accessibility needs for the general public. In 1995, Penn State continued to work on physical accessibility of buildings and programs.

The Centre Area Transportation Authority (CATA) is a joint mutual municipal authority providing bus service within the borough of State College, four surrounding townships, and Penn State. In 1992, CATA approved a complementary paratransit service for people who were unable to utilize CATA’s fixed-route system. Paratransit is a service that provides individualized rides without fixed routes or timetables.
