Sponsored Research: Guidelines for Submitting a Proposal
Step 1: Print solicitation guidelines (usually from the sponsor’s web site) or provide web site address.
Step 2: Inform Marnie Deibler about your intent to submit a proposal (provide solicitation number).
Step 3: At least 10 workdays prior to due date, gather all submission information and submit it to Marnie Deibler.
Note: The EMS ADGER encourages submission of final materials at least five (5) workdays prior to the proposal due date (more information can be found here). They also have a strict “minimum 24-hour rule” for submissions in order to adequately review for compliance with Federal, University, and agency policies.
Submission information checklist

- Name of agency and contact person receiving the proposal (i.e. NSF, USDA, NGA, etc.)
- Name of contact person at Penn State (PI including other colleges)
- Proposal deadline
- Copy of guidelines or RFP or website address
- Project start date and duration of months
- Draft budget items (we will work with the Research Office to obtain a final budget)
- Other senior personnel (including collaborators and/or subawards)
- Collaborators’ contact information (especially if they are outside Penn State)
- NSF ID’s (NSF Research.gov/Fastlane-Collaborator proposals)
- Updated biographical sketch
Step 4: Marnie Deibler will compile and start entering the proposal, update Current & Pending Support, and work with the PI to prepare for submission.
If the proposal is awarded:
- The PI will receive notification (usually via e-mail)
- Penn State Office of Sponsored Programs receives notification
- Penn State OSP forwards the notification to the EMS Research Office
- EMS Research Office establishes an Internal Order & Grant number
- EMS Research Office forwards I/O and Grant number to Marnie Deibler and Denise Kloehr, and a file is created
If the proposal is not awarded:
- The PI will receive notification from the sponsor that the research is not being funded.
- The PI should forward this information to Marnie Deibler.
