Dear international students,
As the rules – both visa policies and COVID compliance – have changed periodically over the past year, it is becoming increasingly complicated to provide the most up-to-date information to help you in coming to Penn State to start your academic journey but we will try to update in other sections of this site.
In the summer, we had given advice to get any COVID vaccine for your own protection. At the time, we did not realize that the U.S. government would limit the acceptable vaccines to enter the U.S. to just eight vaccines. We were, and are, dealing with the greatest global pandemic in a century and the new Omicron variant of COVID-19, has recently changed travel requirements as the U.S. (like many countries) tries to mitigate increasing numbers of COVID.
To ensure all non-immigrants including international students are properly protected at the highest degree possible, the United States has identified those acceptable vaccines based on recommendations by the Centers for Disease Control (CDC) and the WHO (World Health Organization).
In addition to the three CDC approved vaccines here in the United States, there are five WHO- approved vaccines required for entry to the U.S. Please note these vaccines carefully as you must be fully vaccinated to currently travel to the United States. They are as follows:

If you have received a vaccine that is on this list – fantastic! You do not need to take any further action except have proof of that vaccine when traveling. You will be expected to show this documentation.
If you received a vaccine that is not on this list, you will need to obtain one of the vaccines noted above if you wish to enter the U.S.. Please take your vaccine card, and let your local health personnel at your current location know you had a prior vaccination, but now need a WHO approved vaccine. They can advise you.
If you have not received any vaccination in your home country, you will need to obtain one of the vaccines if you wish to enter the United States. This is a requirement by the U.S. Government. Since many vaccines require two doses, we STROGLY recommend you arrange for your vaccines as soon as possible.
All students are strongly encouraged to upload vaccination status once complete at the UHS website. In all cases Penn State UHS is happy to offer these vaccinations free of charge to all current Penn State students in the U.S. If you are in the U.S. and planning to travel outside the United States for the winter break, please confirm your vaccine status BEFORE you leave as you will need an acceptable vaccine to enter the U.S. in January. We have tried to advise you over the past months as best we could, but in these truly unprecedented times for global health we encourage you to remain updated on global vaccine and travel restrictions, and we thank you for your understanding and patience.

COVID INFORMATION FOR YOUR ARRIVAL
REQUIREMENTS
Entering the U.S.
- Valid I-20 or DS-2019
- SEVIS Fee Receipt
- Valid F-1 (with I-20) or J-1 (with DS-2019) visa. Go to https://www.usembassy.gov/ to look up non-immigrant visa processing for the country and city where you will apply for the visa.
- Valid passport at least 6 months into the future on the date of your entry to the U.S.
- Acceptable COVID vaccine. All air passengers coming to the United States, including U.S. citizens must be fully vaccinated (2 full weeks after the single-dose vaccination or 2 weeks after the second two-dose vaccination). You must have one of the following vaccines approved by the U.S. Food & Drug Administration or the World Health Organization to get on the plane to the U.S. See https://www.cdc.gov/coronavirus/2019-ncov/travelers/proof-of-vaccination.html#noncitizen.
- Single dose: Janssen/J&J
- One of the following 2-dose series: Pfizer-BioNTech, Moderna, AstraZeneca, Covaxin, Covishield, BIBP/Sinopharm, or Sinovac
- Negative result of a COVID-19 viral test taken no more than 3 days before the flight’s departure.
Penn State and COVID Requirements
All Penn State employees are required to be fully vaccinated by December 8, 2021. Employees who have medical or religious waivers must be tested weekly for COVID-19.
Students are encouraged to get a COVID vaccination and upload share their vaccination status with the University via their MyUHS account at University Health Services. All students who are employed at the university including those on graduate assistantships or wage positions must be vaccinated. See https://virusinfo.psu.edu/vaccine-information/#palocations for more information. Students who have medical or religious waivers must be tested weekly for COVID-19.
Masks must be work in all buildings on every Penn State campus. Students living in on-campus residence halls on any campus who have not been fully vaccinated and/or have not shared their vaccination status with the University by August 9 will be required to take a COVID test upon arrival to their campus. Students with negative results will be allowed to move in, while those with positive results will have the choice of isolating for 10 days on- or near-campus or returning home for 10 days. Vaccination is strongly encouraged.
Students living on-campus who remain unvaccinated or do not submit their vaccination status to the University will be required to complete weekly COVID testing throughout the semester. The University will also conduct regular testing of unvaccinated students living off-campus. There will be significant compliance consequences through Student Conduct for failure to submit to the required testing.
VACCINE AVAILABILITY
University Park campus students can get the Moderna vaccine on campus; see https://virusinfo.psu.edu/vaccine-information/#palocations for details.
The vaccines are also available in all communities at pharmacies and medical facilities. For vaccine locations, enter the ZIP code of your campus on the CDC website Vaccines.gov to find nearby vaccine providers. [Ex. Zip Code = University Park, PA 16802 USA. 16802 is the zip code for University Park.]

On November 26, and at the advice of the President’s Chief Medical Advisor and the Centers for Disease Control and Prevention, the Administration announced it will restrict travel from Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, South Africa, and Zimbabwe starting on November 29 due to concerns over the new Omicron variant.

Therefore, for the of purpose of interpreting vaccination records for travel to the United States, CDC will accept combinations of accepted COVID-19 vaccines.

HEALTH INSURANCE
Health insurance is a mandatory requirement for international students physically attending PSU and must be maintained for the 2021-2022 academic year. Not carrying the health insurance is a violation of the Code of Conduct and will be treated as such. The fee for the Penn State Student Health Insurance Plan (SHIP) will show up in LionPATH after the fall tuition is calculated at the end of June and will be billed on a semester basis (fall 2021 coverage period is 08/13/2021-12/31/2021).
If you are an international student but you will not be physically attending PSU in the U.S. during fall 2021, you do not have to enroll in the Penn State SHIP. If you know you will not be returning for fall 2021, please email uhs-insurance@psu.edu to inform them so you do not incur any unnecessary expenses; you will be required to provide your passport and I-94 travel history. You MUST request that the fee be removed by August 31, 2021 if you will not be present in the U.S.; failure to request this by the deadline will result in you being responsible for the insurance fees.

VISAS
If you are in the U.S., we recommend that international students not travel because changes in consular processing could change at a moment’s notice.
On April 6, 2021, the State Department updated their website with information on visa services operations. Please refer to that website for official information on visa services. President Biden is open to travel restrictions if COVID cases warrant a restriction.
It is important to note that the State Department can only open their Consular Sections when local public health conditions allow for the safety of both visa applicants and staff to resume in-person interviews.
A few points to consider:
- US Consular Offices are open and processing visas in eight of the top ten sending countries to the United States and in 17 of the top 35 sending countries
- Priority for visa processing is as follows:
- US Citizens
- Immigrant visas
- Non-immigrant visas (including student visas)
- State Department is aware of the timeline for getting students to campus this fall, but is still constrained by the large backlog and the fact that local conditions can impact whether Consular Offices can remain open (i.e. lockdowns, quarantines, etc.)
- An Executive Order regarding COVID-related bans remains in place restricting travel from China, Brazil, Iran, and South Africa; thus, no non-immigrant visa processing is taking place.
- Also subject to the COVID-related, 14-day ban to the U.S. are the Schengen countries, the U.K. and Ireland although there is some ease so students should check with the U.S. consulate in that country under something called ‘national interest waiver.’ While this is available, we have seen some denials because the consular post didn’t view the request viable under national interest waiver. If a student has a visa, the student may enter the U.S.
- At the moment, State Department is not permitting virtual interviews for student visa applicants; students must still go in-person for their interviews.
You have probably heard of the visa interview waiver for those individuals whose visa expired within 24 months being extended to 48 months. This is risky and at the discretion of the consulate. If you are viewed ineligible for the visa interview waiver, you could be stuck overseas for months. This has happened to individuals with visa interview appointments in 2022. Moreover, see the last bullet point above: At the moment, State Department is not permitting virtual interviews for student visa applicants; students must still go in-person for their interviews.

VISAS IN CHINA
U.S. Visa Processing in China
The U.S. consulates in China have been closed and operating with few staff. The U.S. consulates will begin interviewing individuals for F-1 visas on May 4, 2021. Students should check with the consular posts regarding interview schedules and requirements.
In general, students must have the following for the interview:
- I-20
- SEVIS fee receipt
- Visa application processing fee receipt
