I haven’t had much experience with Google Chrome Book, but these sites appear to have useful information.
As with Windows or Mac, you may be able to switch to a keyboard better suited to your needs including an “International Keyboard.” There appears to also be a way to enter Unicode escape characters which can be useful for stray symbols. Finally, there may be a Chrome extension which gives you a palette from which you can insert random characters.
