Joint Steering Committee meeting, November 6, 2014

The Joint Steering Committee for Development of RDA continued its meeting Thursday morning.  The first proposal considered was part of Wednesday’s consideration of issues related to manifestation and item.

6JSC/MusicWG/5: Revision proposal for RDA 3.4.3.2 and 3.21.2.5

The proposal dealt with two instructions on recording the extent of a resource consisting of a score and one or more parts, or of multiple parts, in a single physical unit.  The JSC agreed to revise the instructions in 3.4.3.2, as well as to the instructions for making notes at 3.21.2.5.

Works: Titles

Note: The papers were discussed in an order different from that on the agenda because some proposals depended on decisions made on other proposals.  This report follows the order of the discussion.

6JSC/MusicWG/7: Revision of 6.2.1.9, 6.14.2.7.1, and Appendix B.3 …

This proposal touched several instructions, but the simple objective was to allow the use of the abbreviation for the word Number (or its equivalent in another language) in the designation of a part of a musical work.   The proposal was accepted with some minor wording changes.

6JSC/Chair/15/rev/2: Recording the preferred title for a compilation of works of one person, family, or corporate body in 6.2.2.10 and 6.2.2.4

This paper from the National Library of New Zealand proposed some changes in the instructions related to compilations.  The JSC had already agreed to instigate an investigation of issues related to the description of aggregates.  Action on this proposal was deferred pending the results of that investigation.  A number of minor revisions contained in various constituency responses to the proposal will be handled as Fast Track proposals.

6JSC/LC/29: Compilations of works by different persons, families, or corporate bodies.

The proposal was to add a new instruction at 6.2.2.11, Recording the Preferred Tile for a Compilation of Works by Different Persons, Families, or Corporate Bodies — and to make minor changes to a number of other instructions.  The JSC approved changes to 6.2.2.8, the new instruction at 6.2.2.11, 6.27.1.4, 6.27.4.4, and a definition of Collective Title for the Glossary.  Among these changes, the JSC agreed that to use the phrase “by which a work is commonly identified” instead of “by which a work is known.”

6JSC/EURIG/Discussion/3/JSC response/EURIG response: Compilations of works

The European RDA Interest group had submitted a discussion paper on compilations of works.  The JSC had decided to defer action pending the results of the FRBR consolidation.  EURIG pointed out some remaining anomalies.  The JSC will notify EURIG that it intends to initiate an investigation of the problem of aggregates and will include their concerns as part of the background for that investigation.

6JSC/LC/30: Works without titles

This paper addresses the need for instructions on determining the preferred title for works without titles, as well as adding instructions for dealing with titles found in a script not preferred by the agency recording the data.

The JSC began its discussion of this complex proposal by considering three general issues.

  1. The JSC decided that the instructions on titles found in a non-preferred script should be placed among the instructions for choosing the preferred title, rather than among the instructions for recording the preferred title.
  2. Six members of the JSC agreed to delete the instructions for choosing the preferred title for manuscripts and manuscript groups (6.2.2.7); ALA requested the opportunity to consult their experts before agreeing.
  3. The JSC agreed that the instruction for works without titles could include instructions on works for which titles in the original language could not be determined, but for which some form of title might be found in reference sources.  The caption for the proposed 6.2.2.6 will need to be expanded to something like “Works without Titles in the Original Language”.

On the specific revision proposals:

  • The revisions to 6.2.2.2 were approved with minor revisions.
  • The revisions to 6.2.2.4 were approved with minor revisions.
  • The “Option B” version of the proposed revisions to 6.2.2.5 were approved.
  • The current 6.2.2.6 will be deleted; the proposed new instructions on works without titles will be added as 6.2.2.6.
  • The “Option B” version of the proposed revisions to 6.2.2.7 were approved; the current 6.2.2.7 will be deleted, and a new instruction on titles found in a non-preferred script will be added as 6.2.2.7.
  • The revisions to 6.2.2.8 were approved.

6JSC/MusicWG/6: Revision proposal for choosing and recording preferred titles for music

This proposal seeks to reorganize the instructions on choosing and recording preferred titles for music, and to align these instructions with the general instructions in 6.2.2 as revised by 6JSC/LC/29 and 6JSC/LC/30.

  • The revisions to 6.14.2.2 proposed in the ALA response were accepted.
  • The revisions to 6.14.2.3 were accepted, but with many modifications based on the constituency responses.
  • The organization of 6.14.2.4 proposed in the LC response was accepted.

Note that the numbers above refer to the current instruction numbers; some of these have been modified by other revision proposals.

6JSC/MusicWG/8: Revision proposal for conventional collective titles in 6.14.2.8

The proposal removes some lists of terms used in the construction of conventional collective titles, and instead recommends the use of external vocabularies.  The proposal was accepted with a number of modifications from constituency responses.

The revisions agreed upon in 6JSC/LC/29 and 6JSC/LC/30 to the general instructions in 6.2.2 will also be added to the special instructions for musical works in 6.14.2, as needed.

Note: Consideration of 6JSC/ALA/30 was deferred until Friday.

Works and Expressions

6JSC/MusicWG/4: Revision proposal for authorized access points representing musical expressions (6.28.3)

The proposal was approved with modifications from the constituency responses, and one major change: the sub-instructions at 6.28.3.2–6.28.3.5 are to be removed.

6JSC/CILIP/4: Colour content in RDA

This paper proposes to replace the current instructions on colour content (7.17) with an instruction to record either monochrome or polychrome and to record the specific color(s) if considered important, either instead of or in addition to recording monochrome or polychrome. Provision is also made for recording details of colour content.

The proposal was accepted with some modifications.  The following definitions were approved:

  • monochrome  Colour content consisting of tones of one colour, or black and white, or black or white and another colour.
  • polychrome  Colour content consisting of two colours (neither of which is black or white) or more than two colours.

6JSC/ALA/36: Clarifying instructions on recording Duration (7.22)

The paper included proposed revisions to 3.21. (Note on carrier) for recording the playing time of the individual carriers for resources consisting of more than one unit.  Action on this was deferred pending the results of the major restructuring of the instructions for recording Extent, etc., being undertaken by ALA.

The JSC accepted LC’s suggested revision of 7.22, which would eliminate the sub-instructions for Playing time, running time, etc. (7.22.3) and Performance time (7.22.4).  The result is a single instruction to be applied when recording duration in all cases.

Persons, Families, and Corporate Bodies

6JSC/BL/20: Priority order for additions to authorized access points representing a person (9.19)

The proposal suggested removing the priority order for additions to authorized access points representing a person and relying on cataloger judgment.

Instead of acting on this proposal, the JSC discussed whether the instructions for constructing access points should be part of the RDA instructions or should be part of an application profile.  They agreed that they wanted to move towards the application profile approach.  BL will prepare a discussion paper on this approach.

6JSC/BL/18: “Between”, “Before”, and “After Dates” (9.3.1.3)

The proposal offered a number of revised instructions on ways of recording various types of dates.  After considering a different approach based on the instructions in 1.9.2, the JSC eventually decided to defer action on this issue, because the consolidated FR model is likely to include a Time-span entity that will subsume all such instructions.

6JSC/BL/19: Post-nominal letters as Other Designation

This proposal sought to clarify how to record letters following a name, e.g., abbreviations indicating qualifications or memberships.  While the proposal suggested treating these as “other designation” (9.6.1.9), the JSC accepted the ALA suggestion to treat them as “other terms of rank, honour, or office” (9.4.1.9), with some wording changes suggested by LC.

6JSC/BL/23: Field of Activity of the Corporate Body (11.10.1.3)

The paper proposed that Field of Activity of the Corporate Body be recorded using a term indicating the field, rather than an explanatory note.  The proposal was accepted with minor modifications.

6JSC/BL/24: Full name as addition to an initialism or acronym in access points for corporate bodies (11.13.1.2)

The paper proposes that the fullest variant name of a corporate body be used as an addition to an initialism or acronym used in an access point.  The version of the revisions in the LC response was approved.
