Since the late 1960s, the New People’s Army (the Communist Party of the Philippines) has been in a guerrilla war with the state. They are an armed rebel group with a goal of “social justice and equality” while simultaneously overthrowing the Philippine government. Philippine President Rodrigo Duterte, his administration, and the rebel group have been inching toward peace negotiations since mid-2016. However, two recent killings have certainly made President Duerte reconsider. The rebels claimed responsibility for the killing of two known members of their community’s “paramilitary force,” an indigenous leader and his son. Ever since this and other recent events, Duterte was forced into signing a document which identified them as a terrorist group, effectively severing any advancement they made in the way of peace.
Just last week, Duterte declared that in an effort to gain a paramilitary, he would train indigenous people. For each rebel they killed in the southern island of Mindanao, he would pay them 20,000 pesos once they were trained members. “You want money? I’ll give you money,” he said. “I will make it 20,000 pesos per head.” Prior, he told his military that shooting women rebels in “their genitals” would “make them useless.” In saying this, President Duterte essentially promoted war crimes while providing an incentive and enticing them to kill.
Duterte’s encouragement of violence against any and all communist rebels came as a shock to numbers of people. One of the country’s largest indigenous groups, Alternative Learning Center for Agriculture and Livelihood Development (ALCADEV), said that “to even ask us to kill, as if killing is the way to peace in our communities, shows ignorance of money is not part of their culture.” Additionally, his offer promotes the idea that governmental forces can act as they want without repercussions. Various activists and human rights organizations are under the impression that he should have guaranteed repercussions for the rebels for not acting in accordance with the law. One said that his offer “encourages killing rather than capturing insurgents, in clear violation of the right to life.” Because Duterte thinks so lowly of them, many community members are insulted and outraged
