The office collects, analyzes, interprets, and reports data and information in support of institutional decision-making and policy formulation. We also assist campus stakeholders with the development, administration, and analysis of surveys. Peter Moran, Associate Dean for Policy and Planning, leads the Office of Planning and Institutional Research (OPIR) at Penn State Altoona. Dr. Moran supports the institutional research needs of the campus and collaborates with units to develop and implement their strategic plans. Peter also coordinates Penn State Altoona’s college-wide assessment advisory group and serves on a number of University-wide strategic planning and institutional research committees. Dr. Moran earned a Ph.D. in Higher Education from Penn State and a J.D. from Brooklyn Law School.

Institutional Research

OPIR serves as the primary source for institutional data at Penn State Altoona. The office collects, analyzes, interprets, and reports data and information in support of institutional decision-making and policy formulation. We also assist campus stakeholders with the development, administration, and analysis of surveys.

Strategic Planning

OPIR provides comprehensive support for strategic planning at Penn State Altoona. We create templates for college-, division-, and unit-level planning and assist with the development and analysis of performance metrics. We also have expertise in the facilitation of strategic planning exercises.

Assessment

OPIR works with the College’s assessment committee to coordinate institutional assessment activities. We also offer survey support and assist with program evaluation and the assessment of student learning outcomes.

Improvement

OPIR promotes campus improvement efforts by providing data, change management, and planning consultation. We also collaborate with faculty, staff, and administration on the planning and implementation of campus-wide strategic initiatives.
