Preparedness for the State, Local and Tribal Partners
The purpose of preparedness for State, Local and Tribal partners alike is to have planned and prepared ahead of time for disastrous events if and when they should occur.
• Establish the relationship between Federal Plans and State Emergency Operations Plans (EOP) with your Local, State or Tribal community.
• Design and employ a public information system.
• Account for all available resources to be utilized if necessary during a disaster.
• Certify that all personnel have satisfactory training and participate in continued training as necessary.
• Maintain standards of interoperability and adequate communication protocols.
• Conduct routine drills and inspections of plans, processes and equipment.
• Assign who will make critical decisions and provide competent alternates.

State and Local Emergency Operations Plans
The purpose of the EOP is to ensure that an established tested method of planning, response and recovery are in place, universally understood by all parties involved and continually updated and reviewed for effective operation.
• Establish the responsibilities of every agency.
• Outline the chain of command.
• Specify detailed communication protocols.
• Designate intelligence operations.
• Have interoperability instructions defined.
• Have designated facilities for managing all aspects of operations, response and recovery.
• Define safety guidelines and liability mitigation.
• Establish alerts, warnings and notification systems.
• Population data, transportation needs, considerations for the stranded, missing, disabled should be accounted for.
• Evacuation routes should be established.
• General hazard scenarios should be outlined.
• Local/ Possible threats and hazards should be evaluated and plans should be made accordingly.
• Critical facilities should be protected.
Preparedness Plans
Preparedness plans outline the response efforts, jurisdictions, operations and capabilities for a community, tribal region or territory before, during and after a disaster.
- Preparedness plans should detail all aspects of preparedness, planning, mitigation, and operational functions need to effectively manage any number of incidents that may occur.
- This shall include continual review processes that shall allow up to date revisions for the plans.
- Testing the operations and fundamental concepts of these plans should be monitored.
- Has several overseeing units to ensure the plan does not contain any significant conflicts of operation, intelligence or communications.
- Reinforcements of critical facilities should be made to withstand possible hazards.
- Have detailed missions, goals and objectives defined for each operational branch.
- Have a reporting system in place.
