President
• shall be the official representative of the WCBWS and shall act as the WCBWS representative to the Blue & White Society, Penn State Alumni Association, and the Penn State World Campus Student Government Association. In the event the President is not available to represent the WCBWS, then the President may designate an alternate Executive Board member to represent the organization on their behalf;
• shall preside over all meetings of the Executive Board and have the ability to call special meetings, as they deemed necessary, and have other duties, as this Constitution shall vest in them;
• shall use Robert’s Rules of Order, Newly Revised, as the parliamentary authority of the WCBWS in accordance with this Constitution. The President shall be responsible for overseeing that this Constitution is being followed and amended as necessary;
• shall directly oversee and advise the Vice President, Secretary/Treasurer, Communications Director and Membership Director, and assist in the performance of their duties and be available to them at specified times to provide requested information, or to refer them to the proper sources. This includes providing unity and morale, and assisting the Executive Board in achieving their goals;
• shall plan, manage, and set agenda items for Executive Board and general membership meetings;
• shall be an ex-officio member of all committees that are formed for the purpose of amending, reviewing, or furthering the internal workings of WCBWS;
• shall meet with the Executive Board and with the Advisor(s) on a bi-weekly basis to discuss membership, programming, and organizational concerns;
• shall, along with the Secretary/Treasurer. Consult with Advisor regarding decisions related to funds held in WCBWS account(s);
• shall be responsible for managing the election process. In the event the President is a participant in an election, then the Vice President shall facilitate such election for the Office of President;
• shall directly oversee and advise the Elections Committee and assist in the performance of their duties and be available to them at specified times to provide requested information, or to refer them to the proper sources;
• shall serve as Parliamentarian and the chief interpreter of the Constitution;
• shall assume any role not covered by this Constitution unless otherwise designated to another Executive Board member; and
• shall maintain and submit a binder upon completion of their term in office.
Vice President
• shall assist the President in fulfilling their duties and carry out other duties as the President may direct;
• In the absence of the President, or the inability of the President to perform their duties, the Vice President shall assume the duties of the President;
• shall directly oversee and advise the Diversity & Inclusion Committee, and assist in the performance of their duties and be available to them at specified times to provide requested information, or to refer them to the proper sources;
• shall provide unity and morale to the entire group and assist them in achieving their goals;
• shall be an ex-officio member of all committees that are formed for the purpose of organizing the involvement of WCBWS members in activities sponsored by, or in conjunction with, other recognized student groups at Penn State;
• shall provide assist in the preparation of the agenda for all Executive Board and general membership meetings;
• shall preside over all general membership meetings;
• shall assume the position of Membership Director or any Executive Board position in the event such positions are vacant until such time a replacement is duly elected by the general membership; and
• shall maintain and submit a binder upon completion of their term in office.
Secretary / Treasurer
• shall take minutes at all general membership meetings, Executive Board meetings, and all special meetings called by the President;
• shall be responsible for the development, maintenance, and electronic distribution of the general membership meeting agenda and minutes (from the previous meeting) to the general membership prior to the next meeting;
• shall be responsible for the development, maintenance, and electronic distribution of the Executive Board meeting agenda and minutes (from the prior meeting) to all Executive Board members prior to the next meeting;
• shall be responsible for the development and maintenance of attendance records for Executive Board and general membership meetings;
• shall directly oversee and advise the Constitutional Review Committee and assist in the performance of their duties and be available to them at specified times to provide requested information, or to refer them to the proper sources;
• shall maintain all organizational files and documents, as well as records of the organization’s history;
• shall be the official financial representative of the WCBWS and may solicit funds on behalf of the organization, and shall serve as chairperson of a fundraising committee if such committee is deemed necessary by the Executive Board;
• shall oversee and manage the preparation and submission of a budget for the organization, as required, keep a record of account balances of the organization’s funds, and work with Advisor(s) to plan and track expenditures made with WCBWS’ funding;
• shall, upon election for office, review and establish a procedure for requesting funds and budget procedures and must attend one session of the any mandatory Treasurer-related workshops;
• shall be responsible for all proposals, as applicable, submitted to the Penn State World Campus Student Activities Fee Committee, Student Government Association, and the Penn State Alumni Association;
• shall meet bi-monthly with the President and Advisor(s) to review organization’s progress on budget, expenditures, and funding;
• shall consult with President regarding decisions related to funds held in WCBWS account(s); and
• shall maintain and submit a binder upon completion of their term in office.
Communications Director
• shall be responsible for maintaining and creating content for WCBWS’ social media platforms, including organization’s website, Facebook, and Instagram pages;
• shall develop and conduct surveys;
• shall produce monthly WCBWS newsletter and provide updates to the University-wide Blue & White Society Newsletter;
• shall work with the Advisor(s) to produce press releases to promote WCBWS events;
• shall foster relationships with publications to advertise WCBWS events;
• shall promote public awareness – both on and off campus – of WCBWS happenings;
• shall ensure that all requests for publications are submitted at least five (5) weeks in advance;
• shall be responsible for membership materials and other applicable publications;
• shall chair the Marketing & Communications Committee;
• shall add new chapter members to the communications list in the absence of the Membership Director; and
• shall oversee and manage updates to the Engage platform concerning WCBWS.
Membership Director
• shall be responsible for the recruitment of new members, and engagement and retention of the present membership;
• shall be responsible for creating and implementing new member benefits in conjunction with the Penn State Alumni Association;
• shall work with the Penn State Alumni Association in updating recruitment advertisements and creating new ideas for recruitment and benefits;
• shall organize WCBWS representation at all student involvement fairs and other recruiting events;
• shall chair the Activities & Programming Committee;
• shall be responsible for the maintenance and attendance records for the general membership;
• shall add new chapter members to the communications list;
• shall be responsible for fostering interaction among members by developing and promoting social activities for members, and between members and alumni;
• shall assist with planning activities for the general membership meetings; and
• shall plan and execute all programming and social events (e.g., trivia nights).
