Building Permit Determination (BPD)

The Building Permit Determination (BPD) process is used to manage the submission and review of project information in order to determine if a building permit is required under the Pennsylvania Uniform Construction Code (UCC).  The UCC applies to all new and existing Penn State owned, leased, or operated buildings.  The UCC adopted codes include the International Building Code (I-codes) series of standards as well as the PA Elevator Code and Boiler Code. This process is required on every project for all campuses, regardless of whether you already know that a building permit is needed.
