Spawn PCO from RFI

Here is how the RFI Spawn works:

  • In the RFI process, the PSU Project Leader (PL) can “Start PCO” – which basically means Spawn the PCO.  The PL only has 2 actions, “No PCO” or “Start PCO”.
  • Only a PL can choose “Start PCO”.  When that option is selected, a “Draft” PCO is created and sits in the PL’s court until they Submit it.  Since it is in DRAFT status only the PL can take action and submit the PCO. The Spawned PCO will remain in with the PL as a Draft until they submit it.
  • The RFI is attached to the PCO automatically:

  •  If the PL wants the contractor to start a PCO process instead, they should not select “Start PCO”, they should select “No PCO”. The contractor can then just start a PCO and attach the RFI in that case.
