Rules of Decorum During Debate

GavelAIPSC Rules of the Decorum and Conduct in Debate:
    • Members must be recognized by the chair to debate.
    • Debate must be germane to the immediately pending question.
    • Debate is directed to or through the presiding officer.
    • Dilatory or time-wasting tactics are not in order.
    • Debate must be impersonal.
    • Debate should be concise and non-repetitive.
    • Remarks presented in debate should be courteous.
    • Members should listen to debate attentively and courteously.
