Father of four, Walter Scott, was recently shot and killed by Officer Michael Slager in South Carolina. "A group of California legislators has filed a complaint against a lawyer who is proposing a statewide ballot initiative that would allow gays and lesbians to be 'put to death by bullets to the head.'" Of course the death penalty is a huge controversial issue, but one of the subcategories within this topic is the exact punishment to capital crime, and whether or not it is an effective method. According to the 8th amendment, "cruel and unusual punishment" is prohibited, but why exactly is this method considered cruel and unusual?
