Plan of Operation

8-osep-and-plan-of-operation-2016The Plan of Operation ( sometimes referred to as the Management and Evaluation Plan) should provide detailed information on the plan for

  • completing the research
  • ensuring that all objectives are met successfully
  • ensuring that all objectives are met on time

The Plan of Operation should be used as a blueprint to guide project activities, including

  • Conducting formative evaluation at regular intervals
  • Ensuring ongoing progress toward designated outcomes
  • Ensuring accountability
  • Determining any problems; make any adjustments required
  • Determining accomplishments
  • Conducting summative evaluation at end of project

In an effort to save space, and to support review of the sequence and relationship of the objectives the plan is often represented as a table in order to capture major project activities ( and timelines) on a single page. This can take a variety of forms, including Management Plans and GANTT charts (see below)

Regardless of the form, a good Plan of Operation/Management Plan will

  • List Grant activities
  • Specify the outcomes of each activity
  • Identify the personnel responsible for each activity
  • Provide time lines for each activity
    • including initiation date & completion date
  • Determine days required to complete each activity for each person responsible
    • FTE = 2080 hours
    • 8 hrs per day * 5 days per week * 52 weeks
  • Provide measures for evaluation of outcomes
